  • Interviews, recommends, and hires new staff members. Provides or arranges training of subordinates in technical specialties. Participates in budget preparation and allocates resources to meet workload and program needs.
  • Promotes development of a culturally competent workforce. Evaluates subordinates’ performance and recommends or initiates personnel actions as needed to ensure adequate and competent staffing. Shares information with staff through regular communication and program meetings.
  • Serves as a member of the OSPHL management team for Section-wide policy, quality assurance, safety, budget, and personnel matters.

Duties & Responsibilities: DIRECT GENERAL MICROBIOLOGY LABORATORY Direct the General Microbiology Section in the performance of highly specialized laboratory procedures for the detection of organisms that cause diseases of public health significance. These include, but are not limited to, tuberculosis, rabies, salmonellosis, shigellosis, toxigenic E coli, botulism, gonorrhea, parasites, pertussis, meningococcal disease, diphtheria, malaria and microbial agents of bioterrorism (plague, tularemia, anthrax, brucellosis, etc.), as well as bacteriological testing of surface and drinking water samples. The section performs highly complex testing on about 18,000 specimens each year. Molecular methods (e.g. PCR and pulsed field gel electrophoresis) for detection, identification and subtyping of pathogenic organisms are also employed.

  1. Assigns work, develop work procedures, establish work schedules, and monitor work performed by subordinates.
  2. Maintains a comprehensive Quality Assurance plan for the GM Section as part of the OSPHL QA Plan.

  7. Assesses the needs of the General Microbiology laboratory and works toward refinement and improvement of the program and the laboratory as a whole.
  8. Monitors or reviews data for each test procedure to see that errors are detected, corrective action is taken, and documentation has occurred.
  9. Ensures all instruments and equipment are functional and on a preventive maintenance schedule, and that quality control and external proficiency results are correct and policies are being followed.
  10. Coordinates and/or prepares, reviews, and revises analytical procedure manuals.

Policy Analyst 3 (Biosafety Officer) – OHA/PHD, Hillsboro The Oregon Health Authority (OHA), Public Health Division (PHD) is seeking qualified candidates for the position of full-time, limited duration Operations and Policy Analyst 3 (Biosafety Officer) located in Hillsboro. The duration of the assignment will last up to three years.

Internal Laboratory Biosafety Activities:

  • Manages and coordinates comprehensive Biosafety Program related to safety and compliance with regulatory requirements (e.g. OSHA, CDC Select Agent Program, etc). Recommends and formulates policy and operational changes based on ongoing operational research and assessment of the quality and effectiveness of OSPHL safety activities.
  • Analyzes policy and operational issues that cross or affect other state programs. Collaborates with stakeholders to formulate system and process enhancements to support continuous quality improvement for safety related issues.

  • Performs and facilitates internal risk assessments of job tasks and working situations. Makes recommendations of safe work practices, engineering controls, and personal protective equipment based on risk assessment findings and knowledge of best practices. Advises section managers when dealing with situations such as implementation of testing for new agents (e.g. ebola).
  • Plans, writes, implements, and updates the OSPHL Safety Manual including the OSPHL Safety Plan, Bloodborne Pathogens Plan, Chemical Inventory, and Chemical Hygiene Plan, to address all biological, physical, and chemical hazards in the workplace. Writes and revises OSPHL policies and procedures as needed to implement these plans.
  • Advises the OSPHL Director and Section Managers on Safety requirements and approaches. Leads interdisciplinary teams to accomplish tasks and projects. Alerts the OSPHL Director and Section Managers to potential safety problems and suggests preventive measures and solutions.
