Maternal Child and Family Health Nutrition Manager Agency: Multnomah County Department: Health Department Location: Portland, OR Position Description: The Program Manager in collaboration with the WIC team and internal and external partners plan, organizes, coordinates and evaluates the WIC program which is located in three separate geographic sites throughout Multnomah County. The Program Manager is responsible for leading the WIC management team and staff in contextualizing the work of the WIC program within the larger aims of the Maternal, Child and Family health work in the Department with a specific focus on addressing racial health inequities. The Program Manager provides leadership to the multiple integrated services offered by WIC clinics, including individual growth and health assessments, education on nutrition and physical activity, WIC voucher/EBT dispersal for clients to purchase nutritious foods, breastfeeding education and support, and integrated referral systems and screening to other preventive services health and supportive services. Because many WIC clients receive services in other Health Department programs, this position must be active in building and maintaining integrated opportunities for WIC participants within the department and in the community. An emerging area of work that this position will focus on, in collaboration with existing work in the Department and the community, is addressing the need for specific partnerships, collaborations and systems work to address gaps in preconceptual nutrition. Responsibilities include employee recruitment and performance management, assessing, planning, developing, coordinating and implementing programs and services; developing and maintaining policies and procedures; monitoring of grants and contracts; prioritizing work and managing work flow; coordinating services with appropriate local, State and regional organizations; work unit budget planning and budget management, tracking, reviewing and interpreting data; and supervising and overseeing disease prevention, surveillance, investigation and response activities. The Program Supervisor participates on the Public Health leadership team, assisting with decision making, policy and procedure development, accreditation, systems review and development, quality improvement and diversity and quality initiatives.

Any combination of experience and training that would likely provide the required knowledge and abilities is qualifying. A typical way to obtain the knowledge and abilities would be a bachelor’s degree in nursing, public health, disease control, epidemiology or a related field and five (5) years of progressively responsible related experience including three (3) years of supervisor experience required. Preference given to those with a master’s degree in above fields or closely related field and 5 years of experience or specific training in communicable disease control practices. The complete position description, including application instructions, can be found here.
